As a result of the colonization policy towards Kalmykia, unfortunately, common people of the Kalmyk nation suffer. There is a systematic violation of human rights and freedoms. Economic discrimination, forced mobilization, militarization of children, which are completely unnecessary for the peace-loving Kalmyk people. In addition, without the consent of the people and the government of Kalmykia, the Convention for the Protection of Human Rights and Fundamental Freedoms has been forcibly abolished on the territory of our Republic. The protection of Human Rights is done for show, and not for everyone, only with the approval of the government. The institution of the Human Rights Commissioner, unfortunately, has lost its essence, independence and effectiveness, as well as the trust of the people. Therefore, on September 22, 2024, the Oirat-Kalmyk Congress decided to elect an independent Commissioner for Human Rights of the Oirat-Kalmyk People.

Vladimir Dovdanov
Born on November 18, 1959 in Gorodovikovsk.
Has a Higher pedagogical education, candidate of pedagogical sciences.
In 2004-2005, held the post of Minister of Youth Policy, Sports and Tourism of the Republic of Kalmykia.
He began to sympathize and participate in the human rights movement in 1993.
Took part in the People’s Front of Kalmykia movement until it worked. In 2019, he flew to Vilnius and participated in the 8th Free Nations of Postrussia Forum from the Republic of Kalmykia.
Organized and participated in protests against Trapeznikov, a separatist and former head of the DPR in Ukraine, who was appointed mayor of Elista. Vladimir was fined by the Elista City Court for organizing a prohibited meetings. In May 2021, at the congress of the Oirat-Kalmyk people, he was elected as a member of the executive body, the Congress, and was subsequently elected Deputy Chairman of the Congress of the Oirat-Kalmyk People.
The criminal war against free Ukraine that began on February 24, 2022, created the need to respond to Russia’s act of aggression. The leadership of the Congress was one of the first in Russia to adopt a public statement of strong protest against this unjust war.
Since April 2025, Vladimir Dovdanov has been elected Commissioner for Human Rights of the Oirat-Kalmyk People.
